Why are Agua Dulce excavation quotes higher than Palmdale?

Rock and slope. Granite boulders and shallow bedrock mean bigger machines, breakers and more hours for the same pad or trench, and sloped lots add compaction testing and engineered cuts. The same house pad that costs $4,000 on the valley floor commonly runs $8,000 to $15,000 here.
